Scholars, policymakers, and practitioners are increasingly interested in expanding and strategically employing philanthropic resources in a way that best addresses the challenges of a changing world. Traditionally, foundations have tackled social problems primarily via grants. By law, private non-operating foundations are required to pay out annually five percent of the average market value of their total assets in the form of grants or eligible administrative expenses, with certain exceptions.
